Consumer Firework Show Not

For the 4th I have always put together some type of show for
the neighborhood. They have all been hand shot and fairly small but
the crowd has gotten bigger. Before I expanded the show I wanted to
see if legal was an option.
          In my city nothing aerial or "louder than a cap gun" is
allowed, but there are many outlets and seasonal tents under half hour
away that sell all class C. This means that even though the fine is
$500 a lot of people still shoot them.
     Earlier this year in preperation for the 4th, I went to talk to
my local fire marshal about local Class C. firework shows.
They pretty much tried shunning the whole idea. They said a class C
show would fall under the same rules and regs as a B show. Here=92s the
line up they gave me:

- A 2 million dollar property insurance bond
- Permit per show       ($100)
- 2 standby personnel   ($700)
- Operators permit
- 30 advanced site plan
- Test shots?
And best of all, an ATF license.
     For those with shooting experience is this normal for a C show?
Sounds a little excessive to me.
