There is no way to try them all. Many will stick to cases where the
guy is guilty as hell and the state easily prove it, as they the
saying goes. Very few want to send the innocent to jail. After all
they can easily catch enough of the guilty to more than fill up the
prisons. The prisons are full of TV stealing junkies and small time
drug dealers.
