Black Podwer + KNO3 = delay composition?

I did a search on the newsgroup archives with  Google and couldn't
find anything

I was reading a patent where the author spoke of adding X amount of
KNO3 to BP to produce a delay composition.

If the BP is 75/15/10   what is the excess KNO3, the oxidizer doing ?
