Gunpowder-type stars benefit by being damped with water, though one
containing a lot of lampblack will take time to dry.

I think you have got a formula out of some old and not necessarily
reliable source. Damping color (chlorate) stars with shellac solution
was the norm in the 19th century (see Kentish et al.) but has not been
the usual practice for the past century.
