Generally, there isn't a lot of use for it. I think Don T. said
something to the effect  that many processes in pyro are aimed at
taking aluminum and turning it into aluminum oxide but not the other
way around. ;-}

I've used aluminum oxide as a catalyst with potassium benzoate and
potassium perchlorate whistle mixes. It slows the whistle slightly.
This is an advantage for making whistle delays for rocket headers.
Titanium dioxide is the best for slowing things down, though.  The
whistle that uses TiO2 as a catalyst is a bit noisier than whistle
that uses aluminum oxide as a catalyst.
