Rockwell 60 is harder than a whores heart to cut. You'd need carbide
tooling
for a saw or a lathe. If you got that material cheap or free you have some
room to pay someone to cut it with an automatic screw machine. Its a
simple
setup so prolly wouldn't cost an arm and a leg. I don't think you'll have
much luck with an abrasive chop saw either. A cold saw would work but
that's
an expensive tool. You're not going to want to buy one for this job. The
plasma cutter might be your best bet if you can live with the roughess.
