Why not just roll the pipes from plain 30# kraft, 2" wide and 30" or
36" long. Just cut a dozen sheets of kraft the length of the leader
pipe you desire and stack them evenly.  Take a straight edge and lay
out marks at 2" and when the top sheet is so marked, take your razor
knife and cut the strips 12 at a time till done.  Put them on your
pasting table fanning them out playing card-wise so that 1/2" of each
strip is exposed for pasting.  Take your paste brush and smear all
these exposed edges (1/2" x 36" long) and roll them up with a 5/16"
metal rod well smeared with thin paste.
Unless you are making a lot of lancework, 36" long pipes should be
plenty for all your shell and wheel needs.  For long pipes, just
crease the last 1" of one pipe and with a finger dipped in thin paste
slip the creased pipe 1" into an uncreased one and so on.
One hundred pipes can be rolled fairly quickly each evening till you
have what you need.  Save the gummed tape for applications where you
need a good stiff parallel tube (spolettes, serpent and whistle
inserts,, small rockets ands wheel drivers)
