Me neither but as he didn't mention he only wanted to use his hazer, I
think, the fogger and chiller is the "best" alternative and not expensive.
The hazer, as you mention, won't be any help for a low laying fog.

Don't know how big his theatre is but you can buy a fogger from Radio
Shack/The Source by Circuit City for under $100.00.  For my small
community
theatre, I bought two for around $80.00 late last year.  Not pro equipment
but for a small 300 seat theatre, more than adequate for filling the stage
with a fog so thick you can't see the cast.   Sometimes not a bad idea
given
some of the community performances I have to suffer through.  :-)
