Try cryogenics.  I like liquid nitrogen as a base for low lying haze
since it doesn't leave any goo behind on the stage.  I work with a lot
of dancers and most products make an awful mess.  It's cheap, readily
available, and with a little training in handling can be quite safe.
You will want to keep the carboyl locked up so "pranksters" can't get
to it and really hurt someone or something.
There are plenty of articles out there on designing an effective dry
ice fogger that can be adapted.
