There are safer ways to test if a line is disconnected - keep in mind
that you are creating a short circuit with possibly dramatic currents
flowing before a fuse blows - the shower of sparks could easily turn
into an electric arc.

Use a bipolar meter (rated for that usage) to detect voltage...
