The park area is a place for reasonable expectation of appropriate
conduct. The n-word is legally recognized as an example of inappropriate
conduct. I'll even make a leap of faith in saying that it's reasonable
(by my favorite definition "aware of reality") that we be expected to
know that the law is right in this case.

I'm afraid that that argument is merely a popular cliche that has passed
into dogma because it sounds clever and is a convenient way for
authority figures (school faculty, for example) to avoid the work of
maintaining discipline. History, and I'll bet your own life experience,
will bring up countless examples where words have caused a great deal of
harm. 

Words exist to affect change in human perception. Why would you conclude
that they don't have power?
