I don't know if Falsettos counts, since each act was written as a
stand-alone play, but if it does, the second act is terriffic and most
definitely upstages the first.
Otherwise, I wouldn't go so far as to say the second acts upstage the
first, but the second act of Ragtime certainly has a lot going for it
in terms of drama and conflict. The second act of Evita has the hit
song, although it defintiely peters out a bit. The second act of
Merrily We Roll Along has the better half of the score, but perhaps
that's because it's built like a first act on purpose. The second
acts of Sunday in the Park with George and Into the Woods are often
criticized for lacking the zing of the first acts, but to me they are
the more interesting halves of both stories. (And again, both have
really strong songs in them.)
