The net result would be a "whitelist" - casting agents would have a
short list of people that they're allowed to audition, because every
person who shows up costs the studio, say, five hundred dollars.  The
unintended consequence is to make it a thousand times more difficult
for new talent to have a shot at a part.

If you're an established actor, this would be terrific - more work,
more money.

If you're fresh out of acting school, it will be a disaster.

Ultimately, the talent pool would become very shallow indeed.
